The Town of Pelham regular council meeting was held on Wednesday, May 29, 2024, at 9:00 a.m. in the Council Chambers at the Pelham municipal building at 20 Pelham Town Hall. Video recording and live stream of the meeting can be viewed at www.pelham.ca/live
Ward Boundary, Council Composition Update and Selection Process for Deputy Mayor
Council received a presentation from Drs. Andrew Sancton and Tim Cobban from Andrew Sancton Consulting. The Town of Pelham requested a Council Composition, Ward Boundary Review, and Deputy Mayor Selection Study, which was completed by Andrew Sanction Consulting between August 2023 and May 2024. The study included interviews, public meetings, and surveys. The final presentation was provided to council and included recommendations to continue to have councillors elected from three, slightly revised, wards, maintain the current size of council of seven members, and that the deputy mayor continue to be elected by council members for a two-year term.
NRT on Demand vans parking at the Meridian Community Centre
Council received Report #2024-0137 Overnight Parking – NRT On Demand Vans at the Meridian Community Centre. VIA Transportation has arranged with Town staff to park 10 of the NRT On Demand vans overnight at the Meridian Community Centre at a rate of $70.00 per month per vehicle. The vehicles began parking overnight at the MCC on May 4, 2024.
Centennial Park Concession refrigeration units
Council received the Memo 2024-0136 Recreation entitled Fenwick Lions Club - Thank You correspondence. In the spring of 2023, a grant application was submitted to the AgriSpirit Fund, provided by Farm Credit Canada, for the replacement of aging refrigeration units in the Centennial Park Concession. The Town of Pelham was successful in receiving $15,000 to support the initiative, and the new units were installed in the concession prior to the start of the 2024 Fenwick Lions Fish Fry.
Oral Rabies Vaccine (ORV) bait distribution and trap-vaccinate-release (TVR) programs
Council received correspondence from the Ministry of Natural Resources and Forestry (MNRF) to advise on the 2024 baiting and TVR operations that will take place beginning on June 17, 2024. Urban hand baiting, including the use of temporary bait stations, will occur in the Niagara Area. The khaki-green coloured bait will be distributed by hand and by aircraft and is made of wax fat with an attractant flavour (vanilla sugar). A label with a toll-free telephone number (1-888-574-6656) and the message “Do not eat” is located on the exterior of the bait, and a plastic package containing the liquid rabies vaccine is embedded in the centre. If found, the bait should not be touched but left for raccoons, skunks and foxes to consume. For further information about rabies in Ontario, please visit www.ontario.ca/rabies
Status of Cannabis Zoning By-law Amendment
Council received Report #2024-0133 Status of Cannabis Zoning By-law Amendment and directed staff to initiate a technical process to amend the Comprehensive Zoning By-law to incorporate cannabis zoning provisions and bring it into alignment with the Town of Pelham Official Plan. In order to incorporate the OLT-approved zoning changes into the Comprehensive Zoning By-law and bring it into alignment with the Official Plan, it is necessary to undertake a technical process to amend the Comprehensive Zoning By-law. Public consultation is required to amend the Comprehensive Zoning By-law. Following the public consultation process, the proposed amendments will be presented to Council for approval.
New Legislative Requirements in the Public Works Department
Council received Report #2024-0127 New Legislative Requirements in the Public Works Department and approved the creation of one Environmental Compliance Analyst position, with a target goal of starting this position in July 2024. The Environmental Compliance Analyst position will manage the stormwater, water and wastewater services compliance programs, including the maintenance of the Drinking Water Quality Management System (DWQMS) and the development/maintenance of a stormwater and wastewater quality management system.
Town of Pelham Speed Limit Review
Council received Report #2024-0135 Town of Pelham Speed Limit Review and endorsed staff’s recommendation to maintain the speed limits on the Town’s road network in accordance with the current bylaw 89-2000, as amended.
2025 Budget Schedule
Council received Report #2024-0109- 2025 Budget Schedule and directed staff to include the “Budget Open House Public Meeting” to be conducted as part of the regularly scheduled Council meeting on Wednesday, October 2, 2024. Delegations are invited to register to speak on the 2024 Budget. The approved 2025 Budget Schedule is available at www.pelham.ca/budget
MCC Lands Options and Public Consultation Results
Council received Report #2024-0130 MCC Lands Options and Public Consultation Results, and Council directed Staff to proceed with option three, the Hybrid Option and report back on a potential implementation strategy. Option three provides for the retention of the northern 0.36ha portion of the property for approximately 74 parking spaces at a capital cost estimated at $850,000. An option is to provide a green space buffer/parkette between the parking area and the development which would be at an additional cost. The parking area would be accessed internally from the existing MCC parking lot, while the development portion would be accessed from Hope Lane.
