Fonthill Platform Tennis Club - Request for Lease Renewal
Council received a presentation from Terry Molkosi, President of the Fonthill Platform Tennis Club (FPTC). FPTC is celebrating 50 years in Pelham in 2023. The presentation included a request for a lease extension of the current Platform Tennis location at 1120 Haist Street. The club is preparing to apply for capital grant opportunities to fund needed improvements to the club. Following the presentation, council received report #2023-0075 and unanimously approved the request. Town staff were directed to prepare a lease agreement for an updated term with FPTC, assist with grant applications to support capital projects and install a sanitary sewer and water main to service the existing facility.
Brock University - Climate Analysis and Strategic Planning
Nima Vaez-zadeh Asadi, Research Assistant and MSc. Candidate, Brock University Department of Earth Sciences, provided a presentation on the effects of weather and climate change at the municipal level. The presentation proposed a foundation for modelling future weather and climate change in Pelham.
Brock University - Best Practices for Anticipating Weather and Climate Events
Pierre Simiganoschi, Research Assistant and MSc. Candidate, Brock University Department of Earth Sciences provided a presentation on determining an appropriate regional climate model for Niagara. The presentation included modelled information on climate variables and four recommendations.
Staff Reports for Information or Action
2023 Electric Vehicle
In the 2023 Town of Pelham budget, a second electric vehicle (EV) identical to the 2022 purchase was identified for purchase, VEH-01-23 (electric vehicle). The Town has authorized the acquisition of a second electric vehicle of the same model that will be available for receipt in 2023.
Wildflower Buffer at River Estates Park
Council approved the proposal from staff to remove a 4m strip of turf grass along the border of the stormwater management pond and River Estates Park and prepare a naturalized planting that will include native wildflower and pollinator plants. With the planting, the 650m2 buffer will be created between the park and the stormwater pond. Plantings and wildflower seeds will be sowed between May 15 and June 15, and once established, the naturalized buffer area will require little annual maintenance.
Emerald Trail subdivision
Council directed staff to prepare the by-law to authorize the execution of the subdivision agreement for final approval of the Emerald Trail Subdivision File No. 26T19- 01-2021, 2023-6. The Emerald Trail subdivision is located on a portion of the former Pelham arena lands on the west side of Haist Street, north of Welland Road, east of Rhodes Court and south of the Town-owned park.
Financial Support for YMCA of Welland
On January 30, 2023, Christian Wulff, the Acting Chief Executive Officer for the YMCA of Niagara, appeared as a delegate before Pelham Council, proposing joint financial support from the Town of Pelham and the City of Welland for the YMCA facility operations. After the initial presentation was received, council directed the Office of the CAO to prepare a report with analysis regarding the request and prepare options for consideration. Council received the staff report, and following a discussion on how financial support would impact the Pelham tax levy, the impact on the overall town budget and the consideration of businesses within Pelham offering fitness options, council declined the support request.
Pelham Fire Capital Project for Tanker 3
Council approved the purchase of Pumper Tanker 3 for a total of $922,314 for capital project FD-01-23. The budget previously approved by council for the tanker purchase was $900,000. The fire equipment reserve will cover the overage of $22,314. Delivery of the tanker is expected to be received by May 2024.
