The Town of Pelham regular meeting of Council was held on Wednesday, March 1, 2023, at the Meridian Community Centre in Fonthill. Video recording and live stream of the meeting can be viewed at www.pelham.ca/live   

Staff Reports for Information or Action

November 2022 Financials: Council reviewed the November 2022 financial report, which included the summary of revenues and expenditures compared to the budget as of November 30, 2022. By examining the monthly financial reports, Council can remain informed about budget variances impacting year-end financial results.

No Spongy Moth spray for 2023: Council received the staff report to address the periodic infestation of the Spongy Moth (Lymantria dispar dispar moth), previously known as the gypsy moth, experienced in the Town of Pelham. While the spongy moth population has declined significantly, there remains a potential for population growth. The continuance of annual monitoring programs for spongy moths and other invasive species is recommended as part of an ongoing operational program. The Town of Pelham received the 2023 defoliation forecast map and a summary of findings that do not support the need for an aerial spray program in 2023.

2023 Municipal Grant Allocation: Following Municipal Grants Policy S400-04, funding applications are accepted annually from not-for-profit organizations implementing significant events and services within the Town of Pelham. Council approved the 2023 Municipal Grant allocations of $13,450, waived facility fees, $28,550 cash allocations, and $10,400 estimated in-kind labour requests. 

Emerald Trail subdivision: Execution of Subdivision Agreement for Emerald Trail File No. 26T19- 01-2021, 2023-0062 Planning was deferred to March 22, 2023, Council. Emerald Trail subdivision lands have recently been sold to Centennial Homes (Niagara) Inc. Town staff received a request from the new property owners to defer consideration of the staff report regarding final approval of the Emerald Trail subdivision plan and approval of the corresponding subdivision agreement to the March 22, 2023, Council meeting. The Emerald Trail subdivision is located on a portion of the former Pelham arena lands on the west side of Haist Street, north of Welland Road, east of Rhodes Court and south of the Town-owned park.
