The Town of Pelham regular council meeting was held on Wednesday, July 5, 2023, at 9:00 a.m. at the Meridian Community Centre in Fonthill. Video recording and live stream of the meeting can be viewed at www.pelham.ca/live  

 

Proposed Urban Hens By-law

Council received a presentation from Marc Korchok, representing residents in support of urban hens in Pelham. The presentation addressed areas for consideration for the care of urban hens with additional information on avian flu, odour reduction, noise concerns and rodents. Following the presentation council received report #2023-0152 which highlighted a proposed By-law to license, regulate and govern the keeping of backyard hens in residential properties that were not zoned agricultural. Council directed Planning and By-law Staff to prepare the Licensing By-law to permit, regulate and license hens in the Town of Pelham for the next Council meeting.

STEPPE Up for Ukraine – 2023 Fundraising Cycling Event

Council received a presentation from Christyna Prokipchuk, the executive director for STEPPE UP for Ukraine. The presentation included details on the upcoming cycling fundraiser event taking place on July 22, 2023. The event offers participants three self-guided cycling distances with funds raised supporting the Ukrainian Canadian Congress – Niagara Chapter. Port Robinson Road Traffic Study Report 

In January of 2023 council requested a report on the speed and traffic volume data and a traffic calming point assessment to determine if Port Robinson Road met the requirements for implementing traffic calming initiatives. A detailed report was provided to council during the July 5thmeeting, prepared by CIMA+, and included traffic studies along Port Robinson Road. Recommendations based on current traffic volume and speeds did not include hard mitigation strategies at this time. Council directed staff to install an additional digital speed reader sign along Port Robinson. www.pelham.ca/traffic  

Increase to Staff Complement in Recreation, Culture and Wellness Department

Council received Report # 2023-0159 – Proposed Increase to Staff Complement in the Recreation, Culture and Wellness Department, 2023 - 2025, and approved the establishment and hiring of additional staff to support the increase demands in programming and operations at the Meridian Community Centre. The positions, anticipated to be filled in September 2023, include one senior services and community enhancement programmer position, one facility operator position, the establishment of two existing part time customer service positions to full time, and the creation of a supervisor, recreation and culture position to replace the current recreation facilities coordinator position. In addition, council approved the proposed Manager, Recreation, Culture and Wellness position be included for consideration in the 2025 budget deliberations. www.pelham.ca/mcc
