Mayors Youth Advisory Collective (MYAC)
Council received a presentation from two past MYAC youth volunteers Jack Cunningham and Jessica Sung, to provide the results of the youth survey which took place at the Pelham Youth Forum that occurred in May of 2023. The survey results included highlights of youth interests, their vision for the future of Pelham and feedback on topics presented as part of the forum. www.pelham.ca/myac
Town of Pelham Procurement Policy Update
On February 21, 2023, Council approved the Procurement Policy – Purchasing Goods and Services for the Town of Pelham. Council approved the recommended revision received on July 26 to authorize the Town to reject a low bid where the bidder’s experience or references result in a reasonable and good faith concern that the bidder will be unable to deliver the contracted goods or services or that the bid is not in the best interests of the Town.
2023 Road Rehabilitation Program
The road rehabilitation and reconstruction program focus on improving the Town’s road network in order to allow for the safe and reliable movement of vehicular and pedestrian traffic. The Pavement Condition Index (PCI) is a metric used by staff to determine which roads should be selected for rehabilitation and/or reconstruction. Based on the 2023 Pavement Condition Index (PCI) Study and road patrols, the project this year focuses on sections with PCI ratings of 40 to 45, indicating that the road sections require full rehabilitation or reconstruction. Council approved and awarded the 2023 Road Rehabilitation Program to Walker Construction Limited with the previously approved capital funding as well as additional funds from the roads reserve.
Meridian Community Centre Licence agreements
In 2017, the Town entered into agreements with several community organizations to grant each organization a licence to use various areas of the Meridian Community Centre (MCC) for its operations. The majority of the agreements are set to expire on August 31, 2023. The organizations continue to use the MCC, and council received and approved a proposed draft licence agreements that were prepared in consultation with the licensees which include the Niagara Centre Skating Club, Pelham Minor Hockey Association, Pelham Panthers Basketball Association and the Southern Tier Admirals Hockey Corporation. Council deferred the draft licence agreement for Pelham Panthers Hockey Club Limited and concession agreement pending a further report from Town staff on comparative municipal agreements and facility usage.
Passing of By-Laws
The Town of Pelham passed the following by-laws.
1. By-law 43-2023 - Being a by-law to amend By-law 13-2023, confirming various appointments to Advisory Committees of the Town of Pelham for the 2022-2026 Term of Council and to appoint and remove Member(s) to the Pelham Seniors Advisory Committee.
2. By-law 44-2023 - Being a By-law to license, regulate and govern the keeping of hens in the Town of Pelham.
3. By-law 45-2023 - Being a By-law to amend Zoning By-law 4481(2022), as amended, to rezone lands located at 1112 Haist Street, legally described as Part of Lot 3, Concession 9, Town of Pelham, Regional Municipality of Niagara, from the Residential-One (R1) zone to the Residential-Two (R2) zone.
