2024 Town of Pelham Operating and Capital Budget
Council for the Town of Pelham approved the 2023 Capital and Operating Budgets as amended, resulting in a 3.77% increase for the municipal portion of the tax levy. The budget process begins in the late summer of each year and is finalized with the annual approval. The draft 2024 Water and Wastewater budgets will be presented on Wednesday, February 7, 2024, and will return to council for consideration of approval on Wednesday, February 21, 2024. Residents will receive the 2024 tax bill in the spring, accompanied by supporting material to show how tax dollars are spent within Pelham. Overnight Parking at Meridian Community Centre with HONK
Council received Report # 2023-0272 - HONK Agreement for Overnight Parking at the Meridian Community Centre and authorized the Town of Pelham to enter into an agreement with HONK Mobile Inc. effective January 1, 2024. The overnight parking will be available on a monthly basis for $100 per month or a per overnight option of $10 per night for residents and visitors, with payment processed through the HONK mobile app. www.pelham.ca/overnightparking
2024 User Fee and Charges
Council received report #2023-0265 to determine the municipality's 2024 User Fees and Chargers. The approved fees and charges assist in covering some or all the costs associated with providing a service, program, room or process outside the municipality's core functions. The 2024 User fees and charges can be found at www.pelham.ca/budget
Public Art Policy Deferred
Council deferred report #2023-0260, which detailed a proposed public art policy for the Town of Pelham. The policy was designed to establish a consistent and transparent process for selecting, acquiring, installing, maintaining and removing public art by The Corporation of the Town of Pelham. Town Council has deferred the policy to be reviewed by the newly formed Pelham Culture Advisory Committee and brought forward for a future review by Council in Q1 of 2024.
Demand Loan Repayment and Establishment of Debt Repayment Reserve Fund
Council received report # 2023-0271 - Demand Loan Payment and Establishment of Debt Repayment Reserve, for information and approved the full payment of the demand loan of $777,777.89 plus any accrued interest to be funded from the 2023 operating surplus. Council also approved the establishment of a Debt Repayment Reserve Fund that will be used for future debt payments and to replenish negative reserve balances. The payment of the high-interest debt will continue to improve the Town's financial position.
