Draft Recreation and Culture Master Plan Presentation

Council received a presentation from Steve Langlois of Monteith Brown Planning Consultants. Mr. Langlois provided information on the Draft Master Plan designed to guide the provision of leisure, recreation and culture services, programs, facilities and park amenities for the next ten years. Residents are invited to review and provide comments on the draft plan via a pop-up information session at the Meridian Community Centre on May 2 from 6:00—8:00 pm or online at www.pelham.ca/rcpmasterplan  

Farr, Webber and River Road Drainage Study

A presentation from Ahydtech Geomorphic Ltd was provided to Council by Dr. Bahar and Glenn Switzer. The study was completed as residential and farm properties in the area are experiencing drainage issues and flooding. The presentation provided an historical overview of the area's drainage analysis and included hydrologic, hydraulic, and floodplain mapping. The study reviewed the flood inundation extension based on a two-year and 100-year model. Included in the presentation were three mitigation alternatives that may be explored. Council received the companion staff report and directed staff to investigate the feasibility of dredging the roadside ditches and culverts along Farr and River Road within the Public Works 2023 Operating Budget and/or the 2023 roadside ditching program. Staff have been directed to report back within a month with further options and specifics.

Resident presentations on Farr, Webber and River Road Drainage Study

Several residents and landowners in the drainage study area voiced concerns about flooding issues on their properties. Residents are looking for actionable solutions that will relieve the issue and prevent future flooding if further development occurs. 

Pelham Summerfest

Council received Report #2023-0098 – Pelham Summerfest 2023 and authorized the application for a Special Occasion Permit, a variance to the Town noise by-law for the event and the closure of roadways to vehicular traffic in the area surrounding Pelham Town Square and Pelham Street during the festival. 

2023 Updated Code of Conduct for Elected and Appointed Officials Policy and a Complaint Protocol

Town Council received the updated Policy S201-15, Code of Conduct for Elected and Appointed Officials and adopted Policy S201-16, which creates a new Complaint Protocol for Elected and Appointed Officials and Municipal Conflict of Interest Complaints. As a standalone document, the Complaint Protocol can be utilized to address complaints under the Municipal Conflict of Interest Act. Council identified an updated Code of Conduct as a strategic priority. The Code of Conduct is intended to set a high standard of conduct for all members of Council and local boards in the individual discharge of their official duties in pursuit of good governance and a high level of public confidence. 

Sidewalk Patio Encroachment Policy Update and New Approval Framework for Temporary Outdoor Patios

Council received Report #2023-0094 Sidewalk Patio Encroachment Policy Update and the New Approval Framework for Temporary Outdoor Patios. Council approved Policy No. S201-04 – Temporary Outdoor Patio on Municipal or Private Property, and directed staff to prepare an amendment to the Town's Fees and Charges By-law to include an annual Temporary Outdoor Patio on Municipal Property Permit fee of $150.00. The Town will require every applicant to provide a certificate of liability insurance to the Town of Pelham of $5 million for both temporary outdoor patios on municipal and private property.

Lease Agreement with Fonthill Platform Tennis Club

On March 22, 2023, Council provided direction to staff to negotiate a lease agreement with Fonthill Platform Tennis Club for the lands and clubhouse facility at 1120 Haist Street. Council approved the proposed lease agreement between the Town of Pelham and Fonthill Platform Tennis Club for a seven-year term from January 2023 to December 2029 for the nominal amount of $1.00 per year.
